World Dog Code

Dog meat consumption is illegal in the following countries and regions.

United States

The US Congress passed the dog meat ban on 12 Dec 2018.

Farm Bill Section 12515

(a) PROHIBITION.—No person may— knowingly slaughter a dog or cat for human consumption; or knowingly ship, transport, move, deliver, receive, possess, purchase, sell, or donate— a dog or cat to be slaughtered for human consumption; or dog or cat parts for human consumption. (b) PENALTY.—Any person who violates this section shall be subject to or a fine of not more than $5,000.

Austria

Dog meat was banned in Animal Protection Act.

Animal Protection Act Section 6

It is forbidden to kill dogs or cats for food or other products. Anyone kills an animal against Section 6 commits an administrative offense and is punished by the authority with a fine of up to € 7,500, in case of recurrence up to € 15,000.

Germany

Dog meat consumption was prohibited in 1986.

Animal Welfare Act Section 28

(a) Meat of dogs, cats, other canine and feline animals (canids and felids) and monkeys may not be obtained for human consumption. (b) PENALTY.—With imprisonment of up to one year or a fine is punished who slaughters dogs without permission or without observance of an ordered precautionary measure)

Slovakia

Slovakia banned dog meat consumption in 2018.

The Act on Veterinary Care

No one shall kill “pet animals” for purposes of consumption or for the purpose of selling for consumption. Fines for breaching are set between 300-800 EUR.

South Australia

Dog meat was banned in South Australia in 1953.

Summary Offences Act Section 10

A person who knowingly— (a) kills or otherwise processes a dog or cat for the purpose of human consumption; or (b) supplies to another person a dog or cat (whether alive or not), or meat from a dog or cat, for the purpose of human consumption; or (c) consumes meat from a dog or cat, is guilty of an offence. Maximum penalty: $1 250.

São Paulo State, Brazil

São Paulo State imposed the dog meat ban in 2005.

The Animal Protection Code

Domestic animals, those living with a human being, who depend on humans and do not reject human submission cannot be raised for food.

Shenzhen

Dog meat ban came into effect on 1 May 2020.

Prohitibion of Wild Animals Consumption Ordinance Section 2

No one shall consume animals not listed on National Dialogue of Livestocks. National Dialogue of Livestocks includes pigs, cows, goats, donkeys, rabbits, chicken, ducks, pigeons and quails.

Hong Kong

Hong Kong imposed the dog meat ban in 1950s.

Dogs and Cats Ordinance Section 3

(1)No person shall slaughter any dog or cat for use as food whether for mankind or otherwise. (2)No person shall sell or use or permit the sale or use of the flesh of dogs and cats for food. Any person who contravenes regulation (1) or (2) shall be liable to a fine of $5,000 and to imprisonment for 6 months.

Taiwan

Taiwan banned dog meat consumption on 11 Apr 2017.

Animal Protection Act Section 12

12.3 One must not do any of the following: 12.3.1 Killing a dog/cat, selling, buying, eating or possessing the remains (carcass or offal) or food containing ingredients thereof. 12.3.2 Selling the carcass of an animal banned from slaughter by the central competent authority.

Nagaland, India

Nagaland imposed the dog meat ban in 2020.
The commercial import and trading of dogs, prohibit dog markets and sale of dog meat are banned. Any person violating this ban will be punished under Section 428 and 429 of the Indian Penal Code, 1860, and Section 11 of the Prevention of Cruelty of Animals Act, 1960. Food Safety and Standards Authority of India (FSSAI) Regulation, 2011, sub-regulation 2.5.1(a) defines animals that are safe for human consumption. Dog meat is categorised as food outside the food safety standards in India.

Macau

Macau barred dog meat consumption in 2016.

Animal Protection Act Section 4

Dogs and cats shall not be killed for human consumption. Violators shall be liable to a fine of $100,000 and to imprisonment for 3 years.
